Rubén Ascúa is Professor at National Technological University (UTN), Regional School of Rafaela; National University of Litoral, School of Economics and National University of General Sarmiento, in Argentina. Rubén Ascúa has two Degrees, in Business Administration (UNL-FCE) and in Economics (UNR-FCEyE); a Master and a PhD in Economics (PWU). Rubén Ascúa has been involved in research relating to small business, entrepreneurial process, financing and public policies aimed at local development, clusters and industrial districts. Also, Rubén Ascúa has been consultant of Interamerican Development Bank (MIF) and ECLAC-United Nations.

Personal Statement Regarding Nomination for President-Elect

It is a privilege to be nominated for President-Elect of the International Council for Small Business. I have been fortunate in my career to have had many leadership opportunities in the field of economics, small businesses and entrepreneurship, which I believe have provided broad experience and sound preparation for this important role in the ICSB. From my earliest days as economist and as educator at university, I have always been interested in the linkages among economy and human-been acting in society. Because of that I focused on local development, small businesses and entrepreneurship under the umbrella of integration and globalization process.

It is undoubtedly true to state that the position of President of ICSB is one of the great honors that a person could achieve in their career. I am convinced that one should only seek such candidature if one can add substantial value to the international. After very carefully considering challenges and needs of ICSB and at the same time my own capabilities, I am confident that I can add an important value to the institutional evolution of ICSB during the three year commitment to the work of the Presidency. Therefore I confirm that I wish to take the nomination for the position of President-Elect as presented by Prof Don B. Bradley III and Prof. Thomas Cooney.

If I’m elected, I’ll focus my Presidency on giving visions continuity and institutional strengths to ICSB as a global organization. Besides I’ll stress the strategy of adding enough sources and motives to become member of ICSB. Besides I’ll develop a diversified set of activities that ICSB offers including a growing range of opportunities to strengthen the financial structure of ICSB as institution. One of the features of institutional continuity, for example could be the goal of ‘inclusivity’ launched during the period of Thomas Cooney, ensuring that all levels of members from each of ICSB’s affiliates feel that they belong to the institution.

As part of reflecting upon the possibility of reaching such important position, I considered that I might bring enough attributes to the position. I recognize that I do not know everything and my skills probably are limited, but I my capacity of learning quickly and accurately is one of my strongest strengths. Also, I have a very useful skill to interact with people and institutions in order to catch the expertise of others (e.g. International Office, ICSB Board, ex-Presidents and members of Board, perception of members, etc). I believe that I am highly entrepreneurial (as I have demonstrated with RED PYMES MERCOSUR) and I developed skills to achieve with shortage of resources, I have learned to build through teams, with continuity and by evolution, I have substantial international contacts, I have good and large experience with business environment, companies and institutions, I am goals oriented. I have no conflicts of interest to report. I am not seeking the position of President for its status, I am seeking the presidency to bring benefits and add value to ICSB as individual and especially as representative of the view of Latin-America.
